Overview
- For a pre-loaded AGM mobile computing device (e.g., windows-based tablets, laptops), use the ADMC-3 contract.
- For an Android, Apple IOS/MacOS Operating system, or Microsoft Surface device, use the Microsoft Surface and Wi-Fi Device Contract and submit an RFQ.
- Needing cellular/wireless data call plan, use the Navy Spiral 4 Wireless Contract.
ADMC-3 Hardware Contracts
Scope
The scope of the Army Desktop and Mobile Computing-3 contract includes commodity purchases of commercial off-the-shelf desktop computers, integrated desktop computers, workstations, notebooks, tablets, electronic displays, thin clients, ultra-thin client, printers and multifunction devices and warranty on a worldwide basis. Limited services include: installation, asset tagging, imaging, site survey, system configuration. Ordering is open to, Army, DOD and other Federal Agencies.
Microsoft Surface and Wi-Fi Device Contract
The scope of the Wi-Fi devices offered through the CHESS IT e-mart have either an Android or Apple IOS/MacOs Operating system. All devices are Wi-Fi only and have no cellular data plans. Ordering is open to Army, DOD and other Federal Agencies.
The scope of the Microsoft Surface devices offered through the CHESS IT e-mart include Microsoft Surface Book, Microsoft Surface Pro and accessories. All of these devices have Windows Operating system. None of these devices come preloaded with the AGM image. All devices will require local NEC to load appropriate AGM version. These devices are Wi-Fi only and have no cellular data plans. Ordering is open to, Army, DOD and other Federal Agencies.

Navy Spiral 4
Navy Spiral 4 The Navy Spiral Wireless contracts offer the best solution for commercial wireless and cellular
telecommunication services for all wireless mobility technologies and operations. Ordering is open to Army and DoD.
On 28 SEP 2018 the DoD Deputy CMO signed into effect a policy to require all DoD Components, including the Army,
to procure unclassified wireless mobile devices and services within the 50 United States by using Department of
Navy- Spiral contract. The Office of the Secretary of Defense (OSD) expects all Army organizations and activities
to begin procurement of wireless devices and services from Navy Spiral contract at the end of the current contract's
period of performance. Option years are not to be exercised for existing contracts under the Army/Air Force blanket
purchase agreement. The Navy recommends beginning the procurement process for new service under Navy Spiral within
