Computer Associates Enterprise Management Software
Computer Associates DOD ESI (W91QUZ-04-A-0002) held by CA Technologies was cancelled on 30 Sep 2016. Until a new agreement is awarded, the following guidance for acquiring CA software will apply:
After 30 Sep 2016, customer may acquire products through the use of the GSA Information Technology Schedule 70 Contracts, or any other contract vehicle. However, Army customers will be required to first use ITES-SW for CA related requirements.
If the ITES-SW contract vehicle cannot support customer requirements, Army customers will need to request a Statement of Non Availability (SONA) and a CIO/G-6 Information Technology Approval System (ITAS) waiver.

If a customer has an existing Delivery Order with or without option periods extending beyond 30 Sep 2016, the reseller will honor the Delivery Order and all option periods until its completion.

Ordering Open To: Department of Defense (DOD) Components, authorized contractors, and all Federal Agencies
Ordering Instructions: CHESS, on behalf of the DOD ESI Program and in partnership with the GSA SmartBUY Program, has awarded Computer Associates (CA) A Blanket Purchase Agreement(s). The products included in the enterprise portion include Unicenter Network and Systems Management (NSM) (NSM Manager; Software Delivery Manager; Asset Management Manager; Anti-Virus Manager), Asset Manager and eTrust Anti Virus. Maintenance is also available. The Computer Associates (CA) BPA(s) was awarded non-competitively against GSA schedule. Ordering is decentralized. Customers should use their normal contracting shops to process orders in accordance with FAR Part 8. It is the responsibility of the Ordering Officer to ensure compliance with all fiscal laws prior to issuing an order under a BPA, and to ensure that the vendor selected represents the best value for the requirement being ordered (see FAR 8.404). DOD Contractors are encouraged to use the ESI agreements when approved by their contracting officer in accordance with FAR 51. See the CHESS FAQ for further information.
