Database Enterprise Agreement Licenses - Sybase
The Database Enterprise Agreement Licenses - Sybase (DEAL-S), Contract Number DAAB15-99-A-1003, held by SAP National Security Services, Inc. will be cancelled on 30 Sep 2016. Until such time as a new agreement is awarded, the following guidance for acquiring Sybase software will apply:
Customers can continue to place orders, with or without option periods, against the BPA until 30 Sep 2016.
After 30 Sep 2016, customer may acquire products through the use of the GSA Information Technology Schedule 70 Contracts, or any other contract vehicle. All Army customers will be required to first use the SAP ESI BPAs (http://www.esi.mil/contentview.aspx?id=478) and/or ITES-SW for Sybase related requirements.
If BPAs and ITES-SW contract vehicles cannot support customer requirements, Army customers will need to request a Statement of Non Availability (SONA) and a CIO/G-6 Information Technology Approval System (ITAS) waiver.
Instructions for the SONA and ITAS waiver process can be found on the CHESS IT e-mart website https://chess.army.mil.
If a customer has an existing Delivery Order with or without option periods extending beyond 30 Sep 2016, the reseller will honor the Delivery Order and all option periods until its completion.

Ordering Open To: Department of Defense (DOD) Components, and authorized contractors
Ordering Instructions: CHESS on behalf of the DOD ESI Program and in partnership with the GSA SmartBUY Program has awarded Sybase Blanket Purchase Agreement(s) that has a Golden Disk for the Adaptive Server Enterprise (ASE) products that are a part of the agreement. The Enterprise portion of the BPA offers NT Servers, NT Seats, Unix Servers, UNIX seats and LINUX Servers and LINUX Seats products, these products should include licenses, media and software maintenance. The Sybase BPA(s) was awarded non-competitively against GSA schedule. Ordering is decentralized. Customers should use their normal contracting shops to process orders in accordance with FAR Part 8. It is the responsibility of the Ordering Officer to ensure compliance with all fiscal laws prior to issuing an order under a BPA and to ensure that the vendor selected represents the best value for the requirement being ordered (see FAR 8.404). DOD Contractors are encouraged to use the ESI agreements when approved by their contracting officer in accordance with FAR 51. Army customers must obtain a waiver if they wish to purchase outside of CHESS.
